Encourage all localities to formulate and implement policies such as ticket reduction and exemption in scenic spots and free opening in off-season.
In terms of enriching the consumption of cultural tourism, according to the Notice, we will fully implement the paid vacation system, encourage off-peak vacations, flexible work and rest, and promote holiday consumption. Strengthen the integration of regional tourism brands and services and actively hold cultural and tourism consumption promotion activities. Improve tourism infrastructure, strengthen the construction of smart scenic spots, and improve the quality of tourism services. Encourage all localities to formulate and implement policies such as ticket reduction and exemption in scenic spots and free opening in off-season. On the basis of ensuring tourists’ right to choose independently, we will support different regional scenic spots to cooperate in implementing the joint ticket mode, and encourage scenic spots to implement the one-ticket, multiple-time and multi-day use system in combination with the actual situation to better meet the diversified needs of tourists. Promote the innovation and development of night travel consumption norms, guide museums, cultural centers, amusement parks, etc. to extend their opening hours, and support the construction of a "24-hour living circle" in conditional areas. Create a new space for immersive performing arts and build a new gathering area for cultural tourism consumption.

These measures are aimed at better matching the diversified needs and further enhancing consumer confidence with a better service experience. Furthermore, it is the right time to encourage the supply expansion of high-quality cultural products, especially to increase the supply of high-quality cultural products such as drama festivals, music festivals, art festivals, animation festivals and concerts, which will effectively alleviate the current situation that the supply of high-quality performing arts products is in short supply, thus further releasing the consumption potential of the cultural tourism market, and the tourism industry in various places will gain more increments, and the expansion of service consumption in various places will also be strongly supported.

Zhou Weihong pointed out that the consumption of cultural tourism in summer has entered the next stage, and it will be the off-season of cultural tourism by the end of August, so it is necessary to extend the "holiday" through policies to promote consumption. The next off-season travel is to improve the cost performance and compound ratio through the combination of tickets, increase the night show in Wenbo venues, increase the service time, and increase the expenditure on leisure and entertainment in cultural tourism consumption.

In terms of vigorously developing rural tourism, the Notice pointed out that the experience of "Ten Million Projects" in Zhejiang should be popularized to build livable and suitable villages. We will implement the rural revitalization plan of cultural industry empowerment, protect and inherit excellent local culture, revitalize and tap rural cultural tourism resources, and improve the efficiency of rural cultural tourism facilities. Promote the implementation of rural residential service certification, cultivate and publish a number of grade tourist homestays, and create a number of quality homestays. Support business entities to develop products such as forest homes, forest trails, healthy oxygen bars, starry sky camping, motels, etc., and create a number of new formats such as beautiful countryside, landscape agriculture, farming experience, outdoor adventure, outdoor sports, research travel, etc. according to local conditions, and expand rural eco-tourism and leisure travel.
Zhou Weihong pointed out that vigorously developing rural tourism can not only meet the natural needs of urban and rural residents in tourism consumption at present, but also make them happy through contact and experience with nature, land and folk customs. It can also help farmers to increase their income through the development of the tourism industry chain, and continue to stabilize and expand the achievements of rural revitalization. This is the best policy for both sides.
Cheng Chaogong said that the requirements for developing rural tourism in the Notice are essentially to provide support for the expansion of tourism consumption from the supply side. On the one hand, the increase of high-quality rural tourism products is of positive significance for further releasing the leisure and holiday demand of urban residents, on the other hand, it is also an important starting point for promoting the transfer of urban consumption to rural areas, and will also have a driving effect on expanding consumption in rural areas.
