Work plan for special dust control of construction sites in Jiangsu Province in 2022

I. General requirements

(1) Guiding ideology. Guided by Socialism with Chinese characteristics Thought of the Supreme Leader in the New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China and the previous plenary sessions of the 19th National Congress, thoroughly implement the ecological civilization thought of the Supreme Leader and the spirit of the important instructions of the General Secretary of the Supreme Leader on Jiangsu’s work, fully implement the new development concept, put environmental protection in a more prominent position, do a good job in dust control on construction sites with higher standards, continuously improve the dust control ability and level of construction sites, promote green and low-carbon development, continuously satisfy people’s yearning for a beautiful ecological environment, and make positive contributions to promoting the construction of beautiful Jiangsu.

(2) Work objectives. Further implement the main responsibility and government supervision responsibility of all parties involved in the construction of the project, improve the responsibility system for dust control, and strengthen the "six hundred percent" requirements for dust control. Continue to promote the construction of green and smart construction sites, improve the intelligent level of dust control on construction sites, and promote the full coverage of smart construction sites for new projects above the scale of government investment. We will continue to do a good job in differentiated management of dust control at construction sites, implement classified control at different levels, implement the exemption policy for emergency control of heavily polluted weather, and improve the refined level of civilized construction management at construction sites in the province.

Second, the main task

(a) in-depth implementation of corporate responsibility. The construction unit shall take overall responsibility for dust control in construction, and shall include the cost of dust control in the project cost, specify the relevant contents in the project contract, and pay it in full and on time. The construction unit shall establish a responsibility system for construction dust control, formulate specific implementation plans for construction dust control according to the characteristics of the project, and strictly implement them; It is necessary to publicize the construction dust control measures, responsible persons, competent departments and other information on the construction site and accept social supervision. The supervision unit shall undertake the supervision responsibility for the prevention and control of dust pollution in construction sites, supervise and manage the implementation of dust control schemes, and timely issue rectification notices to construction sites where dust prevention and control measures are not implemented, and urge the rectification to be in place. The muck transport unit shall establish the management system and relevant measures for the prevention and control of dust pollution caused by the transportation of engineering muck (construction waste), use compliant vehicles, and strengthen the management of muck transport vehicles and personnel.

(2) Strengthen the prevention and control of dust on the construction site. All construction projects should effectively implement the "six hundred percent" requirements of enclosure around the construction site, material stacking and covering, wet earthwork excavation, road hardening, vehicle cleaning and closed transportation of muck vehicles, and timely remove construction muck and garbage. For earthwork and bare soil that cannot be removed in time, greening or covering measures should be taken. Strictly control the quality of dust-proof net, which should meet the requirements of more than four stitches and not less than 80 grams per square meter, and do a good job in recycling and disposing of plastic dust-proof net. Strengthen the fully enclosed transportation management of muck vehicles and promote the use of new environmentally friendly muck vehicles in urban built-up areas. Do a good job of road cleaning and cleaning within the entrance and exit of the construction site. Strengthen the prevention and control of dust pollution in demolition work, equip and use dust-proof and dust-suppression equipment, and clean up wastes in time.

(3) Promote the construction of green and intelligent construction sites. Local construction authorities should give play to the linkage and integration effect of policies according to local conditions, guide and support the construction of green and smart sites, promote the government to invest in new projects above designated size to achieve full coverage of smart sites, popularize and apply advanced dust pollution prevention technologies and equipment, give play to the role of science and technology in dust pollution prevention and control, and improve the level of intelligent and information-based supervision of civilized construction on construction sites. Install dust online monitoring and video monitoring equipment, and encourage dust monitoring equipment to be linked with facilities such as spraying and fog guns to realize early warning, remote control and automatic dust reduction. Encourage the installation of vehicle washing monitoring system at the main entrances and exits of the construction site, so as to realize "no mud on the road" for vehicles entering and leaving the construction site and ensure the cleanliness of the roads around the construction site.

(4) Deepen the differentiated control mechanism. All localities should combine the Emergency Work Plan for Dust Control of Construction Sites in Heavy Pollution Weather in Jiangsu Province (Su Jian Zhi An [2020] No.123) and local conditions, establish a differentiated supervision mechanism for dust control of construction sites, pay attention to rewarding the superior and punishing the inferior, and manage the differences, implement the incentive policy of exemption for control of heavy pollution weather, give trustworthy incentives to sites with outstanding achievements in dust control, and give priority to recommending to declare provincial green wisdom demonstration sites and provincial standardized star-rated sites. Projects involving complaints (true), news media exposure, and major problems found in supervision and inspection should be included in the scope of key supervision, and severe cases should be punished and exposed.

(V) Vigorously promote green construction. Promote the compilation of "Evaluation Standard for Green Construction of Building Engineering", improve the evaluation standard system of green construction, and incorporate the evaluation of green construction process into information management. Increase the application and promotion of new green technologies, promote the comprehensive application of green construction technologies, and fully meet the excellent standards for green construction evaluation stipulated by the state for large-scale projects. We will further implement the reduction of construction waste, strengthen the management of collection, transportation, utilization and disposal of construction waste, and rationally arrange facilities for transshipment, resource utilization and disposal. Actively select and cultivate benchmark projects for construction waste reduction, organize corresponding observation and exchange activities, and play a leading role in demonstration.

(6) Strengthen credit supervision. Strengthen the guidance of Excellence, guide enterprises to create "green sites", "smart sites" and various demonstration sites, and do a good job in the prevention and control of dust pollution in construction sites. All localities may, in conjunction with the ecological and environmental departments, check the standards and standards of law enforcement in a unified way, conduct routine inspections and law enforcement inspections irregularly and continuously, and use administrative, economic and credit means to punish enterprises and projects that fail to implement their responsibilities, fail to take dust control measures, and are not active in rectification, and take admonishing talks, stopping work for rectification, canceling the qualification of appraising first, imposing fines, and recording bad behaviors. The bad information that the dust management work is not in place will be included in the credit management system of the construction market, and if the circumstances are serious, it will be included in the "blacklist" of the main body of the construction market, and the qualifications for applying for standardized civilized construction sites in provinces and cities will be cancelled, and participation in bidding for government-invested projects will be restricted.

Third, the job requirements

(1) Strengthen organizational promotion. Strictly implement the territorial supervision responsibility for the prevention and control of dust pollution in construction, strengthen the organization and leadership of the special dust control work, formulate practical work plans in combination with local actual conditions, clarify the responsible persons for dust control at all levels, regularly schedule the work, and effectively implement all work measures. It is necessary to strengthen demonstration and guidance, strengthen investigation and research, popularize typical practices, pay attention to publicity and guidance, and create a good working atmosphere.

(2) Strengthen supervision and inspection. Local authorities should implement their supervisory responsibilities, intensify supervision and inspection of dust control at construction sites, and combine comprehensive inspection, special inspection and unannounced visits. All construction sites that fail to pass the inspection and evaluation will be stopped for rectification until they meet the standard requirements. Our office will supervise, inspect and assess the development of dust control work in various places in combination with safety production supervision and other work, and inform the projects and enterprises with serious problems and the areas where the work is not carried out effectively.

(3) Do a good job in submitting information. Local authorities should do a good job in information submission, submit the Statistical Table on the Progress of Special Dust Control in Construction Sites at the end of each quarter, and submit the annual work summary before January 5, 2023. Please submit the information of the contact person (name, position and contact information) of each district and city to the Provincial Department of Housing and Urban-Rural Development before May 27.
