The new regulations stipulate that the labels and instructions of infant formula milk powder products shall not contain vague information such as imported milk source, imported raw materials, original ecological milk source and pollution-free milk source.
On the 10th, the State Administration of Market Supervision of China held a special press conference on the policy interpretation of the Measures for the Administration of Formula Registration of Infant Formula Milk Powder Products (hereinafter referred to as the Measures). Zhou Shiping, director of the Department of Special Food Safety Supervision and Management of the State Administration of Markets, introduced at the meeting that the Measures are a new revision of the version published in 2016.
Zhou Shiping introduced that since the implementation of the Measures on October 1, 2016, the annual sampling pass rate of infant formula milk powder has exceeded 99%, the product quality has been significantly improved, and the milk powder industry has developed in a standardized manner; The market share of domestic brands is increasing year by year. In 2020, the sales of domestic brands of infant formula will account for about 60%, and consumer confidence will be significantly boosted. However, there are also some problems that need to be solved urgently. The "Measures" aim to continuously improve the quality of infant formula milk powder by strengthening registration management.
It is understood that the "Measures" further standardize labeling and safeguard consumers’ rights and interests, and clarify that if there are words of animal origin in the product name, the milk protein sources such as raw milk, milk powder and whey powder should all come from this species; It is forbidden to mark false, exaggerated, contrary to scientific principles or absolute content.
The Measures also emphasize that the labels and instructions of infant formula milk powder products shall not contain vague information such as imported milk source, ecological pasture from abroad, imported raw materials, original ecological milk source and pollution-free milk source. Images of babies and women, "human emulsification", "breast feeding" or similar terms shall not be used.
Li Liangqiu, executive vice president of China Nutrition and Health Food Association, believes that the "Measures" are of positive significance to the development of the industry. The revision of the "Measures" combined with the industry concerns in the implementation process, further clarified and standardized the relevant requirements, which was helpful for enterprises to invest in R&D and innovation, assume the main responsibility, and update more abundant products.
It is reported that the "Measures" will be implemented on October 1 this year, and the "Measures for the Administration of Formula Registration of Infant Formula Milk Powder Products" originally published in 2016 will be abolished at the same time. (End)
