Encourage enterprises to meet the requirements of good production practices, implement GB/T 19000 series quality management system, ISO22000 food safety management system, hazard analysis and critical control point (HACCP) system certification, strengthen the training of advanced quality management standards, and establish a whole chain quality and safety risk prevention system. Encourage enterprises to implement the national standard of credit management system and establish the whole life cycle traceability system of local specialty foods.

Encourage local specialty food enterprises to strengthen the application of quality and safety control technologies, instruments and equipment such as raw material pretreatment, processing and manufacturing, packaging and sterilization, accurate identification and elimination of foreign bodies, and automatic quality perception, so as to improve the ability and level of inspection and quality and safety risk prevention. Encourage the establishment of local specialty food manufacturing innovation centers, national industrial measurement and testing centers, national market supervision key laboratories and technological innovation centers.

Establish a whole-process supervision system from the breeding, production and processing of agricultural raw materials to circulation and consumption. Strengthen the supervision and inspection of local specialty food production enterprises, urge enterprises to strictly implement the main responsibility of food safety, and prevent food safety risks such as raw material pollution. Strengthen daily supervision and sampling monitoring, and intensify supervision and rectification of enterprises whose quality and safety are not up to standard.
