(2) Work objectives. Further implement the main responsibility and government supervision responsibility of all parties involved in the construction of the project, improve the responsibility system for dust control, and strengthen the "six hundred percent" requirements for dust control. Continue to promote the construction of green and smart construction sites, improve the intelligent level of dust control on construction sites, and promote the full coverage of smart construction sites for new projects above the scale of government investment. We will continue to do a good job in differentiated management of dust control at construction sites, implement classified control at different levels, implement the exemption policy for emergency control of heavily polluted weather, and improve the refined level of civilized construction management at construction sites in the province.

Second, the main task

(a) in-depth implementation of corporate responsibility. The construction unit shall take overall responsibility for dust control in construction, and shall include the cost of dust control in the project cost, specify the relevant contents in the project contract, and pay it in full and on time. The construction unit shall establish a responsibility system for construction dust control, formulate specific implementation plans for construction dust control according to the characteristics of the project, and strictly implement them; It is necessary to publicize the construction dust control measures, responsible persons, competent departments and other information on the construction site and accept social supervision. The supervision unit shall undertake the supervision responsibility for the prevention and control of dust pollution in construction sites, supervise and manage the implementation of dust control schemes, and timely issue rectification notices to construction sites where dust prevention and control measures are not implemented, and urge the rectification to be in place. The muck transport unit shall establish the management system and relevant measures for the prevention and control of dust pollution caused by the transportation of engineering muck (construction waste), use compliant vehicles, and strengthen the management of muck transport vehicles and personnel.

(2) Strengthen the prevention and control of dust on the construction site. All construction projects should effectively implement the "six hundred percent" requirements of enclosure around the construction site, material stacking and covering, wet earthwork excavation, road hardening, vehicle cleaning and closed transportation of muck vehicles, and timely remove construction muck and garbage. For earthwork and bare soil that cannot be removed in time, greening or covering measures should be taken. Strictly control the quality of dust-proof net, which should meet the requirements of more than four stitches and not less than 80 grams per square meter, and do a good job in recycling and disposing of plastic dust-proof net. Strengthen the fully enclosed transportation management of muck vehicles and promote the use of new environmentally friendly muck vehicles in urban built-up areas. Do a good job of road cleaning and cleaning within the entrance and exit of the construction site. Strengthen the prevention and control of dust pollution in demolition work, equip and use dust-proof and dust-suppression equipment, and clean up wastes in time.

(3) Promote the construction of green and intelligent construction sites. Local construction authorities should give play to the linkage and integration effect of policies according to local conditions, guide and support the construction of green and smart sites, promote the government to invest in new projects above designated size to achieve full coverage of smart sites, popularize and apply advanced dust pollution prevention technologies and equipment, give play to the role of science and technology in dust pollution prevention and control, and improve the level of intelligent and information-based supervision of civilized construction on construction sites. Install dust online monitoring and video monitoring equipment, and encourage dust monitoring equipment to be linked with facilities such as spraying and fog guns to realize early warning, remote control and automatic dust reduction. Encourage the installation of vehicle washing monitoring system at the main entrances and exits of the construction site, so as to realize "no mud on the road" for vehicles entering and leaving the construction site and ensure the cleanliness of the roads around the construction site.

(4) Deepen the differentiated control mechanism. All localities should combine the Emergency Work Plan for Dust Control of Construction Sites in Heavy Pollution Weather in Jiangsu Province (Su Jian Zhi An [2020] No.123) and local conditions, establish a differentiated supervision mechanism for dust control of construction sites, pay attention to rewarding the superior and punishing the inferior, and manage the differences, implement the incentive policy of exemption for control of heavy pollution weather, give trustworthy incentives to sites with outstanding achievements in dust control, and give priority to recommending to declare provincial green wisdom demonstration sites and provincial standardized star-rated sites. Projects involving complaints (true), news media exposure, and major problems found in supervision and inspection should be included in the scope of key supervision, and severe cases should be punished and exposed.

(V) Vigorously promote green construction. Promote the compilation of "Evaluation Standard for Green Construction of Building Engineering", improve the evaluation standard system of green construction, and incorporate the evaluation of green construction process into information management. We will further implement the reduction of construction waste, strengthen the management of collection, transportation, utilization and disposal of construction waste, and rationally arrange facilities for transshipment, resource utilization and disposal. Actively select and cultivate benchmark projects for construction waste reduction, organize corresponding observation and exchange activities, and play a leading role in demonstration.

(6) Strengthen credit supervision. Strengthen the guidance of Excellence, guide enterprises to create "green sites", "smart sites" and various demonstration sites, and do a good job in the prevention and control of dust pollution in construction sites. All localities may, in conjunction with the ecological and environmental departments, check the standards and standards of law enforcement in a unified way, conduct routine inspections and law enforcement inspections irregularly and continuously, and use administrative, economic and credit means to punish enterprises and projects that fail to implement their responsibilities, fail to take dust control measures, and are not active in rectification, and take admonishing talks, stopping work for rectification, canceling the qualification of appraising first, imposing fines, and recording bad behaviors. The bad information that the dust management work is not in place will be included in the credit management system of the construction market, and if the circumstances are serious, it will be included in the "blacklist" of the main body of the construction market, and the qualifications for applying for standardized civilized construction sites in provinces and cities will be cancelled, and participation in bidding for government-invested projects will be restricted.

Third, the job requirements

(1) Strengthen organizational promotion. Strictly implement the territorial supervision responsibility for the prevention and control of dust pollution in construction, strengthen the organization and leadership of the special dust control work, formulate practical work plans in combination with local actual conditions, clarify the responsible persons for dust control at all levels, regularly schedule the work, and effectively implement all work measures. It is necessary to strengthen demonstration and guidance, strengthen investigation and research, popularize typical practices, pay attention to publicity and guidance, and create a good working atmosphere.

(2) Strengthen supervision and inspection. Local authorities should implement their supervisory responsibilities, intensify supervision and inspection of dust control at construction sites, and combine comprehensive inspection, special inspection and unannounced visits. All construction sites that fail to pass the inspection and evaluation will be stopped for rectification until they meet the standard requirements. Our office will supervise, inspect and assess the development of dust control work in various places in combination with safety production supervision and other work, and inform the projects and enterprises with serious problems and the areas where the work is not carried out effectively.

(3) Do a good job in submitting information. Change 1

Learn to read first and then learn pinyin.

When I open the Chinese textbook for the first grade of primary school, I first see the column "I went to school". After "I went to school", I arranged a literacy unit first, and then pinyin teaching. This is an important change in the compilation of Chinese textbooks, that is, the arrangement order is to learn pinyin first.

For so many years, I have been learning pinyin first and then Chinese characters. Why should we change the convention in compiling Chinese textbooks? Chen Xianyun, executive editor-in-chief of the Chinese textbook for primary schools, researcher of the Institute of Curriculum Textbooks and chairman of the Chinese Teaching Committee for Primary Schools of China Education Association, explained that the purpose of Chinese learning is to learn languages and Chinese characters, not pinyin. This change clearly defines the relationship between pinyin and literacy, that is, literacy is the purpose and pinyin is the means.

From years of practical experience, there are some problems in the teaching of primary school students learning pinyin first and then learning Chinese characters. For example, primary school students have little literacy. After learning Pinyin, they can read articles with the help of Pinyin. However, many students are lazy, and even if they can recognize many words, they are not willing to consolidate their memory, but read the pronunciation with the help of pinyin.

In fact, the language environment in our country has already changed, and literacy resources are everywhere in our life. For example, parents can teach their children to read whenever and wherever they visit the park, take the elevator or take the train. It can be said that school-age children are more familiar with Chinese characters than pinyin, and many children are already learning and using Chinese before entering school.

The survey shows that 90% school-age children know "heaven" and "man" before entering school, while 80% school-age children know "earth". Therefore, in the "literacy" unit, the first lesson presented to freshmen is to learn to recognize the words "heaven, earth, people, you, me and him" "Starting with what they are familiar with can improve their psychological acceptance, ease the pressure of learning Chinese, reduce the difficulty of learning and reduce their fear of difficulties." Chen Xianyun said.

Of course, the function of Pinyin cannot be ignored. Students in the lower grades have a small amount of literacy, so they can read long articles with the help of Pinyin, especially in some dialect areas, and Pinyin is particularly important for learning Putonghua. In addition, students come from different families. Although they know some Chinese characters before entering school, they don’t necessarily understand the meaning of the words. They need to look up the words in the dictionary with the help of Pinyin, and they can’t throw away this crutch until they gain a certain language ability. Therefore, the role of Pinyin is very important and should be studied.

A large number of ancient poetry articles have been added

The Chinese textbook for compulsory primary schools is an important carrier for inheriting the excellent traditional culture of the Chinese nation. According to the requirements of the Chinese Curriculum Standard for Compulsory Education (2011 Edition) and the spirit of the Ministry of Education’s "Guiding Outline for Perfecting Chinese Excellent Traditional Culture Education", the unified compilation of Chinese textbooks for primary schools has made some efforts and attempts in promoting excellent traditional culture.

A total of 129 ancient poems were compiled in the Chinese textbook compiled by primary schools, accounting for about 30% of the total number of articles. Among them, there are 112 ancient poems, 14 classical Chinese and 3 classical masterpieces. In addition to ancient poems, ancient fables, myths and legends, and historical stories, we also select the contents that are in line with the characteristics of today’s times and have positive significance from traditional enlightenment reading materials such as San Zi Jing, Hundred Family Names, Qian Zi Wen and Di Zi Gui. There are 132 ancient poems in junior high school, which is slightly more than before. From The Book of Songs to poems in Qing Dynasty, from essays of various schools, historical essays, ancient prose in Tang and Song Dynasties to essays in Ming and Qing Dynasties, they are all presented.

Some of the ancient poems in primary schools are required to be recited by the curriculum standards, and some are already known by children when they read the vernacular. For example, since the third grade, textbooks have been compiled in classical Chinese every semester, such as Sima Guang, Waiting for the Rabbit, and Contradictions. Students are already familiar with the vernacular of these texts, so they will not have much difficulty in understanding them. Moreover, the length of the selected classical Chinese is short and the text is concise. Sometimes there are only three or five sentences in a text, so primary school students will not feel hard to learn.

Different from the past, the compilation of Chinese textbooks in primary schools has greatly strengthened the accumulation of ancient poetry. It is understood that in addition to the 75 ancient poems recommended in the Chinese curriculum standard, more than 540 ancient poems suitable for primary school students to read and recite are also selected in the textbook. Most of these ancient poems did not appear in the form of texts, but were added to the column of "Accumulate over a long period" after class. The teaching requirement of this column is for students to recite and accumulate, but the understanding of the meaning of the poem and the feelings expressed by the poet are not required. When students reach a certain age, they will understand their own meanings and use them freely in life and work.

The study arrangement of classical Chinese has also been adjusted. Take the Chinese textbook for primary schools published by People’s Education Press as an example. In the past, classical Chinese was compiled from the second volume of the fifth grade of primary schools, while the unified textbook advanced the teaching of classical Chinese to the third grade of primary schools. With the increase of grade, the difficulty and quantity gradually increase.

In addition, many idioms, famous sayings and epigrams, couplets, riddles, proverbs, two-part allegorical sayings, ignorant reading materials, cultural common sense and other contents have been added to the Chinese textbook compiled by primary schools, in order to help students lay a good foundation for traditional culture by accumulating a certain amount of traditional culture. The comprehensive learning in junior high school has designed a series of special activities around traditional cultural keywords such as "friends", "faithfulness" and "harmony".
