This year, Sichuan continued to adhere to the bottom line of "air quality can only get better, but not worse", and made precise efforts and comprehensive policies to achieve a continuous improvement in the quality of the atmospheric environment in the province. From the data point of view, from January to November this year, the average concentration of PM10 in the province decreased by 4.7% year-on-year; The average concentration of PM2.5 in substandard cities decreased by 7.4% year-on-year; The rate of excellent days was 85.3%, up by 1 percentage point year-on-year.
"The key to winning the blue sky defense war in Sichuan is to treat ozone in summer and PM2.5 in winter." Yu Huiwen said that in the past two years, the improvement of atmospheric environmental quality in Chengdu Plain has been listed as the "No.1 Project" of environmental protection in the whole province. By strengthening supervision of air pollution prevention and control in autumn and winter and strengthening refined urban management, the urban environmental air quality in the whole province reached the best level in five years in 2017.
What is the reason for it Yu Huiwen said that in order to reduce the number of days with heavy pollution and increase the number of days with excellent quality, this year, based on the experience and practices of the previous two years, Sichuan adopted the following new methods, namely "five precisions".
The first is the right medicine and precise control. Since March this year, Sichuan has started to update the list of air pollution sources, ranking the key polluting enterprises in order of priority, and sequencing the priority control list by region and time-sharing. Once there is persistent smog weather, the pollution sources will be accurately locked, and compulsory measures such as peak shifting production, production restriction, site shutdown and motor vehicle restriction will be accurately implemented.
The second is to strengthen supervision and precise supervision. Strengthen supervision of air pollution prevention and control in view of the most serious season of air pollution. According to the judgment, the weather condition in December in Sichuan may not be as good as that in the same period last year. Therefore, starting from December 3, 11 inspection teams were deployed from the whole province to carry out intensive atmospheric supervision in Chengdu Plain, southern Sichuan and northeastern Sichuan for two months in four rounds, and continue to strictly implement the control of "five fires" and strictly enforce the special emission limits in key areas to ensure that the heavily polluted weather in winter and spring will be "reduced in time and reduced in peak".
The third is joint law enforcement and precision strike. On the one hand, we will continue to conduct unannounced visits, strengthen the frequency of satellite remote sensing, drones, frog sound systems and other technologies, and accurately target illegal enterprises and pollution sources. On the other hand, more efforts should be made to mobilize the forces of cities, counties and departments, the public security department should control motor vehicles, the housing and construction department should control the dust on the construction site, and the letter and information department should control the scattered pollution, thus forming a strong synergy.
The fourth is to strengthen guidance and accurate service. To urge enterprises to implement the main responsibility of environmental protection, Sichuan has always adhered to the combination of dredging and blocking. While cracking down on illegal activities, it has paid more attention to enhancing service awareness, strengthening policy and technical consulting services, helping enterprises to improve the level of pollution prevention and control, and guiding enterprises to operate legally. At the same time, environmental protection science and technology services are carried out around topics such as energy saving, clean production and pollution prevention.
The fifth is scientific judgment and precise governance. Last year, a team of 71 experts and academicians was set up. This year, we will consult on the prevention and control of air pollution in Sichuan. Strive for the southwest regional air quality early warning center to settle in Sichuan, further enhancing the air quality early warning and forecasting ability; Accelerate the construction of air quality grid micro-stations, and actively build a monitoring platform of "integration of heaven, earth and air"; We have carried out lidar navigation and atmospheric particulate component analysis, established and improved the database of atmospheric pollution sources, and increased the frequency of joint research and judgment with meteorological departments in the remaining 25 days of this year to promote more accurate early warning and pre-treatment.
Yu Huiwen said that air pollution control is long-term, arduous, complex and systematic, and it is a tough battle and a protracted war.
